Adds the media package, which is an electron app that utilises core in order to provide a media display for meetings.

This is currently almost functionally complete, there are a few missing pieces which will be added first before this is bumped to version 1 and packages are made available.

This PR is mainly to integrate all the existing functionality into the master branch and test CI.
