I guess this is to reduce Signal server workloads but for multiple small files I do not see much the purpose except maybe being user-friendly in some sense. Having a fork proceeding to a file upload at a time if necessary would be nice.

Cannot add a PDF to an image:

Limiting to 2 PDFs would make more sense as some tickets are usually individual and as far as I know most people send their own to the other person to ease the verification workflow and just in case have a failing phone.
