On my Linux Mint 22 Cinnamon Framework 13.
I have in mind Thunderbird, due to Benjamin_Loison/Thunderbird/issues/56. No matter Thunderbird running or not just dragging does not work. Panel edit mode does not seem precise at the taskbar icon level.
