Removing the issue content removes the network error (as I tried opening a new tab and fill exactly the same title and content and it did not work but after removing the content it worked) and can fill it afterwards without any issue (I verified with Ctrl + Shift + R). I also verified that submitting again title and content still raise the issue while if remove content it does not raise it anymore.
Note that do not have an issue with the attachment despite the error.
Note that this workaround adds an unwanted entry to the issue body history.
