For the NLP part, I guess Rasa will do our job. It would be better we discuss this part and how to make it context-aware in a meeting in the coming few days

Yes, exactly my thoughts. Rasa has some context features that you posted, and I think it wouls be a great starting point. Also it is the most widely adopted framework as far as I know.
