obsolete/dead code in the repo should be cleared out! #159

I've noticed some things in the repo that don't seem like they belong. This is probably just being nit-picky, but we should try and keep this as a clean build.

While noticing things that I think don't belong, like RAT, jankprocess, rat.txt, wHaatdoesthefoxsay.txt (if they do not belong and are just accidental additions in some commit, please remove!), I realized that there are files in there that I don't recall being used anywhere.

I definitely do not have complete system knowledge, but it seems like whizzifest.txt, run.sh, kill.sh, perfMon.py, PackRatCofig.py are either no longer used or not supposed to be here? If you know we don't need it anymore, maybe we should get rid of it so we aren't toting around superfluous code to all our deployments in the future.
