Serve command should load index on root path #12

Allows requests to / to pass through to /index.html. Fixes #10.

Let me know if you'd like documentation/tests for this. I didn't add any after not seeing any for Obelisk.Plug.Server, but they (docs/tests for both) can be added easily.

Re: documentation/tests

It'd be awesome if you could, but also fine if you don't. I plan on jumping in over the next few weeks and filling out the documentation and adding more tests where there are a bunch missing.

@BennyHallett Sorry it took so long to get the docs and tests added to the PR. Had some things come up.
