Update deps for Elixir 1.3 #45

This PR closes #44 and updates:

Plug to 1.2
Chronos to 1.7
Yamerl to 0.4.0

I had to switch the Plug test to not be async to stop a random failure, but other than that all tests are green.

Hey @cjbell - sorry for being so slack with Obelisk.

Thanks for your contribution. There's another PR around upgrading dependencies so I'll evaluate both before deciding which to merge. I also plan to jump to Elixir 1.4.x shortly so it's likely some of these dependencies will change again.
