Subject term field for content types #653

A subject term field is required for all document types.
This is a multi-value field - i.e. more than one subject term can be selected 
form a vocabulary.

Parliaments use controlled vocabolaries to assign subject-terms to 
questions/motion/ tabled documents etc. e.g. Eurovoc that presents subject 
terms in OWL/RDF format (it may also be used in debate record)
