Bungeni System customization access

Currently The workflow configurations are currently part of package source 
code, they should ideally be moved into a separate folder which will house only 
parliamentary specific configurations and customizations.

This requires navigating bungeni source code and changing configuration files 
in source code. Ideally the customizations (like workflow) must be in their own 
folder out of the source code structure.
