Controlled vocabulary selection for content items #674

It must be possible to associate content items in bungeni with selections from 
a controlled vocabulary. The selection should be possible using a field on the 
edit / compose form of the content type.

The controlled vocabulary can be hierarchical (i.e the selection can be broad 
terms only, narrow terms only, broad and narrow terms ).  

The controlled vocabulary itself can differ between parliaments i.e. it is a 
customization. 

Perhaps the controlled vocabulary can be an XML file. However  the selection of 
the terms will of course store the terms in related table to the main content 
items table.
