Motivation
------------
Bungeni presently stores information in a relational database. This information 
includes :
  -- Parliamentary Metadata
  -- Parliamentary Content.

Currently Bungeni supports viewing information about the current parliament. 
Once a current parliament expires and is closed, it becomes a past parliament, 
and a new parliament can be created in the system.
The past parliament metadata and content remains in the same bungeni (also in 
the same physical database), and is meant to be viewed via the archive section. 

This method however has many drawbacks :

 -- Accessiblity to past data is dependent on source code versions - since Bungeni is being used to view past data
 -- There is no data separation - past data and current data is stored in the same database and in the same tables

Requirement
----------------

All past data must be stored and be accessible in XML format.

Format
-------------

The format for long term preservation of past-parliamentary  documents and 
metadata is Akoma Ntoso XML format.
