Bungeni is used to produce parliamentary content. This parliamentary content is
for the current parliament. However parliaments have a finite lifecyle
depending on tenure by law (e.g. 5 years ) or things like dissolution (e.g. if
a ruling party loses majority ). When a parliament is dissolved -- it becomes a
'past' parliament. Likewise all its data also becomes part of the corpus of
past data.
Currently dissolved parliaments are supported in Bungeni but there are many
limitations:
-- dissolved parliament and its content is stored in the same bungeni in the same bungeni and tables
-- systems change over time - having past data natively in bungeni poses problems of backward compatibility and long term accessibility of data (e.g. if a update to bungeni changes the schema - all past data will also require change of schema)
Past data needs to be archived to XML, and made accessible via an alternative
UI on the XML archive.
Proposing solutions to Issue 718, Issue 719, Issue 720 will together address
this problem
