Fabric release based patch management #735

The Bungeni fabric setup scripts currently support the specification of 
"versions" -- which is a composite of specific revisions of bungeni, plone and 
portal buildouts.

For individual versions a concept of "patch" scripts is required -- which 
allows applying specific scripts to run non-desctructive schema changes to 
bungeni (or other tasks which may need to be run ) .

The branch needs to be merged into trunk and an upgrade model tested.
