AutoComplete widget standardized use

Currently the Auto Complete widget is being used only in the "Add Members of 
Parliament" screen, in all other places in the system where the user has to 
select a member of parliament's name, they are required to use a combo box 
dropdown.

The following screens in Bungeni need to be updated to use the auto-complete 
widget as used in the Add members of parliament screen : 

 * Add Minister in Ministries 

 * Add Committee Member in Ministries

 * Add Political Group Member in Political Groups

 * Add Office Member in Office

 * Add Party Member in Political Party

 * Add Signatory screen in Parliamentary Items

Also required on :

Add Parliamentary Item screen (Add Question, Motion , etc ) 

When the clerk adds these items, the selector is a drop down combo-box - this 
needs to be changed to an auto-complete selector.

In add mode for Member of parliament - this selector should not be shown.
