Question - Ministry workflow - adoption in other parliamentary items

The Question - Ministry workflow allows the owner of a question to select a 
ministry while drafting the question. The selected ministry then becomes part 
of the response workflow for the Question.

A similar workflow is required for all parliamentary items, with the following 
generalization :

 - it should be possible to select a committee or a political group (not just a ministry) 
 - a response workflow is required for all parliamentary items
