Parliamentary Items : Computed Title

Some parliaments do not have "title" for things like Questions and Motions. In 
such cases , a computed "title" is required where in the absence of the title, 
the computed title is shown in the listings. 

The computed title can take the first 7 - 8 words of the body.

Note:

There is another way possible, which doesnt require any change and may perhaps 
be acceptable . Here we still retain the title field, and simply instruct the 
user to fill it in with the first sentence of the question body. This is a 
"training" solution to the problem :-)

"computed field a "challenge"??
