i18n script improvements in buildout #770

The i18n scripts in the buildout are intended for use by a system 
administrator. Currently these scripts are in need of cleanup as they sometimes 
throw up exceptions.

Update: 

Form Descriptor i18n export needs to be added to the message generator in the 
buildout.

I18N message extraction and merging now quirk-free. Descriptor messages are 
extracted and included in catalog.
