Roles in bungeni_custom/sys/acl to be moved into custom xml

Currently roles are defined in zcml files in bungeni_custom/sys/acl .

The roles in these files have the "bungeni." prefix, however the roles as they 
appear in other configuration (e.g. forms and workflows ) do not have the dot 
prefix.

The roles as they appear in bungeni_custom need to be in one form (i.e. without 
the bungeni. prefix).

To do - dont have zcml in bungeni_custom. have a custom xml format for 
describing roles.
