Subject Term vocabulary for Groups #783

All group types need to have "group typology" vocabulary selector. 

This is required because we want to trace the history of a group over time. 

lets say you had "committee of finance" and this group is created and recreated 
in new parliaments. At present there is no implicit way to connect "committee 
of finance" from one parliament to the committee in another parliament. 

A "group typology" selector is required in groups which will allow selection of 
a name to identify the group across parliaments. This field must be unique per 
chamber (i.e. you can have only one "committee of finance" typology in a 
chamber) .

Currently the identifier field is being used for this - but it is not a 
vocabulary.
