Rework bungeni_custom/roles.xml to categorize roles per chamber #792

Rather than have a flat listing of all the roles, roles.xml should be reworked 
to have a hierarchical listing of roles with the chamber roles as the parent 
node, followed by office roles then the office sub roles.

This will also necessitate a change in the group/office/sub_role vocabularies.
