Using snow bucket on a protected island will make the grass grey #1811

Describe the bug

Use snow bucket on grass block, on any other player island or spawn island, the grass will become grey

Steps to reproduce the behavior

Put snow bucket on grass block on protected island

Expected behavior

It should not happen

I have found that what happens is the snow block does not get placed and you end up with an empty bucket. I don't see the grass color changing. Let me investigate more...
