Safe Location On Portal - Went to the bedrock roof #1891

Expected behavior

It should find a safe spot around the island

Observed/Actual behavior

Went to the bedrock roof on portal

Steps/models to reproduce

  1. Create a nether portal
  2. Go to the nether island
  3. Place some blocks on the spawn point of the nether island
  4. Back to the overworld island
  5. Go to the nether again (with the portal)
  6. Tadah... I went to the roof

More info... This is caused when I lower the world depth in CaveBlock, so if I enable the roof limit in CaveBlock, the players will be stuck at the roof without moving.
