Want a way to notify existing users of Premium Styles

[x] Needs to be able to distinguish power users who have already customized the style, and exclude them from the nag.
[x] Needs to be dismissable permanently, or at least for a long time.
[x] Needs to only be visible to users who can install plugins
[x] Needs testing on older versions of PHP
