Scheduled bandwidth management #188

Hi there,

I would like to be able to 'schedule' bandwidth management. Schedule might
be a big word for it. Basically what we would like is the following:

Limit bandwidth (up/down) between 08:00 - 18:00 and give it full bandwidth
the rest of the time.

This would allow for throttling the backup during working hours and giving
it full access to the internet line outside working hour windows. Which
would be awesome :).

Why do you want to restrict bandwidth depending on time?

I am asking this to understand if bandwidth limitation should be related to the 
backup job, should be a global setting (e.g. depending on time) or both.

My ISP has bandwidth caps, but it's based on a weird points system.  

From 8am to 3pm each gb uploaded counts as 1.5 points, and from 3pm-1am it's 2 
points, but overnight 1am-8am at all 0 points.

So I would really like to  have this feature

When first backing up large (e.g. > 10GB) files from sites with limited upload 
bandwidth, it's often required that the backup will run for several days. It 
would be good to be able to schedule the bandwidth limiting by day and by hour 
to maximise available upload bandwidth during say the night and at weekends.
