Instability in ROS2 BuildFarm #110

Describe the bug The ROS 2 BuildFarm is reporting that FogROS 2 is unstable, meaning that it is failing tests. Specifically, Flake8 and Copyright Notice are failing, but these can be fixed.

Addressed, but should note that the tests should be automated, so people incrementally fix.
