Is your feature request related to a problem? Please describe. Currently FogROS keep creating new keys and security groups, and may have collisions. We need a way to recycling the keys and security group

Incorporate into ros2 fog delete -n <#> or ros2 fog delete all initially, eventually we should incorporate as part of #32.

Fixed by reusing a single shared security group. 6bc3459022fc4621a75aa8e43f7719da35b47a2f
