Revised docstrings
Exported docstring documentation to HTML using Sphinx (@JustinMi: set repository to use docs directory on master so the pages are available on GitHub pages)
Added Makefile hooks for building documentation

Your intuition is correct: those HTML and .rst files are the build results.
