Add view/download/history only permissions for barangay captains #198
Summary:
Added a new model-wide permission option: VIEW. Allows users with this permission of a model to see objects, fields, history and perform download actions. Does not grant users permission to change any values. documentation on https://github.com/BerkeleyAutomation/malasakit/wiki/Adding-users

tested on local version for each web and feature phone model.
