feat: adding ISSUE_TEMPLATE to facilitate issue triage #218

Basic issue template to be added to Scenic repo to better facilitate issue triage. Details on labels being applied and the flow charts to facilitate issue triage can be found here.

We introduce the following new templates:

  1. Bug Report - Create a report to help us reproduce and fix a bug
  2. Documentation - Report an issue or enhancement related to https://scenic-lang.readthedocs.io/
  3. Questions - Links to the forum (not this currently does not exist thus it just links to the scenic docs)
  4. Feature Request - Submit a request for new Scenic features
