feat: editing bug templates, adding to gitignore, and rename config yaml

Description

1. Adds the examples of bug report essentials (ie python version, scenic version, etc.) outside of the placeholder text for more visibility for the bug.yml file.
2. config.yaml needed to be renamed in order to show in issue templates to config.yml
3. Added .vscode to the .gitignore for those developers choosing to have their own default configurations in place without committing to the codebase
