Make settings configurable via OS environment variable
Deploy on heroku, configurable for a back end either:
- local the heroku instance (HerokuDevConfig)
- remote (ProductionConfig)

@mjstallard @dan-f @benmadrone Here are the changes that I made to get this up and running on Heroku. \o/
