Make a way to look up someone who is calling you back #132

And possibly to also call someone back that you have called previously. Basically the old My Call List.

So the actual logic here should: Call completed - Don't call again for at least a week Did not pick up - Anyone should be able to call this person again at any time Busy/call back later - Original caller is the one who should call this person again (or do we free them up for anyone to call again)? Not interested in talking - Don't call again for at least a week Wrong number - Remove from pool of numbers Disconnected - Remove from pool of numbers

"My Contacts" bar: allows callers to look up who've they called before. Can click on callees and submit a survey for them.

Ideally, searchable list of callees and sortable by the types on bsd_calls.reason_not_completed.
