can't reach extract-schematron.xsl at TEI #22

@duncdrum: This PR https://github.com/BetaMasaheft/Schema/pull/23 fixes the bug by downloading the release version of ATOP. However, until the proxy settings of the new TEI website are changed, any build that depends on getting a P5 subset will fail....
