Can't run migrations on heroku #91

$ heroku run rake db:migrate -a citygram-nyc
Running rake db:migrate on citygram-nyc... up, run.3463
pg_dump: [archiver (db)] connection to database "XXXXXXX" failed: could not connect to server: No such file or directory
    Is the server running locally and accepting
    connections on Unix domain socket "/var/run/postgresql/.s.PGSQL.5432"?

Even so, the migrations seem to have run.

Oh I think this is related to the pg_dump version being different between heroku and local. This whole environment needs an upgrade.
