What is the best governance model for adopting new ideas? #14

Where else are civic.json discussions happening? What's the best course of action for actually adopting some of these proposed ideas? Who makes that call? Do we hold a convention?

We're using it in the UK and I'm sure there are some of us who'd be interested in joining in a discussion about future ideas.
