When equipping a heavy weapon a incorrectly labeled Status Effect appears. "Mining Fatigue III" #13

From what I gather this is meant to slow down swing speed. But as equipped with a sword and not a pickaxe, this becomes confusing. The Status Effect should just be named "Fatigue" and that would be that as they say. Which makes sense that a player would be fatigued, carrying a Buster Sword around town.

That is actually the way that the developer decided to make heavy weapons move slower in your hand. It's not a bug, and it causes a desired effect.
