Any reason? I think non ephemeral ones are okay.

The main goal of snipe is to be funny, and making it ephemeral removes the effect of ~everyone seeing it~ public ridicule. Which also makes it kinda creepy because you no longer know if someone did it and can respond to it with context or just know that it happened. Failure responses would be fine, but seeing as 99% of invocations are through a text command, that basically doesn't matter.
