Mechanoids seem to be able to spawn with the siege event and sit around unable to build the mortars. Also should mention the Insectoid faction from Vanilla Expanded also will do the same. Possible check for "if faction can be a siege". Have also had insects and tribals arriving in drop pods (although the drop pod one is less of a issue and has some humor to it)
