Dispenser doesn't work if powered through block

Describe the bug If a dispenser is powered through a block and a repeater, then it will not dispense.

To Reproduce Steps to reproduce the behavior:

1. Place a dispenser, put any item inside.
2. Place a non-insulating block next to it.
3. Place a repeater facing the block, and a lever to power it.
4. Turn the lever on and off.
5. See the error.

Expected behavior The dispenser should dispense.

I found this interesting so I tested further in 7.2_01.

I tested 5 cases:

• Power directly via redstone dust
• Power directly via repeater
• Power through a block via redstone dust
• Power through a block via repeater
• Power through a block with a button

for each block that takes redstone input:

• Piston & Sticky piston
• Note block
• Dispenser
• Lamp
• Door (bottom and top block)
• Trapdoor
• Spike trap
• Powered rails

Fence gates doesn't take redstone input in the current version of BTA.

Here are the results:

• Green means the target block activates without issue.
• Red means the target block does not activate, even when given a block update with a fence gate.
• Orange for the note block means that the note block activates, but the neighbouring note block doesn't, despite the first note block being directly powered.
• Orange for the trapdoor means that in addition to powering the target trapdoor, the neighbouring trapdoor tries to close when the dust turns on and when it turns off (see #340)

Additional finding about note blocks:

• Note blocks can't be activated by a button directly next to them. They do activate when the button is on the note block itself.
