`bundle update with_transactional_lock` (2.1.0) #207

Summary

We've moved with_transactional_lock to Betterment/gems. In preparation for cutting a release there, we must update its consumers to 2.1.0. This PR runs gem_update.sh with_transactional_lock to do that.
