I've found that you cannot craft the Advanced Nano Chestplate, unless the jetpacks and the Nanosuit Bodyarmor do not have sub ndt value (i.e. no charge). It seems possible to create an Advanced Jetpack and only have item 7037 with no sub : value, but it doesn't seem possible for the Nanosuit Bodyarmor. I used the NDT editor to set the Nanosuit Bodyarmor to 4170:0 and the recipe suddenly worked. Screenshots to demonstrate. Let me know if I'm doing something dumb, but I'm pretty sure it's an issue :)
