change the ui for homepage and about section

@vaibhavyadav-dev hello bro right now this is in progress no need to worry this will be your thre will be navbar then the main hero section where u will have the logo of this website then the about section what is this project why how did it happen then i am thinking to have a testimonials section then footer tell me what do u want me do more this is my plan i am working on this screenshot is of the initial phase after making the navbar waiting for your reply

ok @Vardhan-Harsh07 this looks good, for now place the logo in center of page, above "Welcome to Bharat Seva+", and implement page on dark mode, no need of light mode as of now.
