Setting a Household field to required causes Household creation to fail with no message to the user #121

What steps will reproduce the problem?
1. change a Household field to required
2. Create a contact
3. Verify that the Household was not created and there was no error message

What is the expected output? What do you see instead?
it would be best to give the user an error message.
