Household Settings don't show the type and record type exclusions after they are set

What steps will reproduce the problem?
1. got to the household settings tab
2. set some exclusions
3. save

What is the expected output? What do you see instead?

expect those to be shown as remembered. but they look like they are forgotten, 
even though the values are in the managed package.
