Correct! We just need that sentence on the starting page to make clear that there is some content inside that is not CC-BY 4.0 licensed.

I'm just adding a sentence to the starting page specifying the license. Read the CC-BY 4.0 license. You technically agree to this license when sending a PR. This just raises awareness, that nobody should send PR containing materials that cannot be share under CC-BY and/or specify a different license. Let me know if you see any issues with that.
