Napari gui part4 #30

Hi @jo-mueller

So I wrote most of the last part to create napari plugins.

The 'publish part' is still empty. I am trying this draft PR you mentioned. :)

Could you take a look? Also, @haesleinhuepf wanted this last part to be brief, but I couldn't make it smaller than this (unless we take the github repository part out). What do you think?

Hi Marcelo @zoccoler , I added a short paragraph on how to package source files, upload them to PyPi and have them distributed on the napari hub - do you think it's sufficient?

Hi Johannes @jo-mueller , Yes, I tested here and it worked. I also updated the blog main page. From my point of view, it is OK to merge.

As we discussed earlier, we can take out the "github desktop / github tutorial" out afterwards and put it into a separate blog post if desired.

I will just ask Robert @haesleinhuepf to take a look/review when he's back before publishing.
