bee interaction database with DiscoverLife name review prototype #22

Please accept this pull request that includes:

  1. configuration for running reviews in Github Actions (in addition to travis-ci.com)
  2. add configuration for matching Apoidea names via Nomer 0.2.2's DiscoverLife Apoidea name list (related to https://github.com/globalbioticinteractions/nomer/issues/42)

First version of name review includes the number of found Apoidea names and the first 10 names found.

@seltmann I've added the additional review scripts to bee-interaction-database so that DiscoverLife name matching is included in the review. Please let me know if you have any questions.
