ci: doc test is extremely slow and causes friction with PRs #201

The CI action test-docs takes too long. tools/render_quarto_docs.py seems to be the issue, which takes more than one minute to run on my machine. The CI action takes even longer to setup and install dependencies like Quarto every time.
