This PR is the beginning of a new metadata.md, or overall description of the dictionary.

Included is only the organization and listing of the tables in V2. The goal is a high-level description of the different types of tables.

Thank you for creating this. It really helpful to understand and make distinction between tabled in the ODM.

Based on the legend, the blue table are the one that are changing overtime ? Possibly the yellow one if an admin staff change. Green and Red will be manage by ODM committee?
